Bidding is the submission of offer against the notice inviting tender. Government organization evaluates the process of bidding in two stages. They are-: i) Technical Evaluation- In this the government organization satisfies that the bidder qualifies the pre-qualification criteria. Then only the bidder is allowed to proceed to price evaluation. ii) Price Evaluation. The above two-stage evaluation is called two-part bidding process.
