All applicants must meet the BASIC REQUIREMENTS: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Or Successful completion of three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree directly related to the work of the position OR a combination of experience and education that equates to one year of experience. For the GS-0510-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Utilizing/applying theories, practices, methods and techniques of accounting to solve a variety of accounting and/or auditing problems/issues/discrepancies; Carrying out practical accounting tasking/functions, (e.g. assist with planning of accounting branch assignments, changes to work commitments, etc...); AND Using automated accounting related systems to assist with resolution of problems and/or analytical techniques to solve accounting problems. For the GS-0510-13, your resume must demonstrate at least one full year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Utilizing/applying theories, practices, methods and techniques of accounting to carry-out/perform appropriated or non-appropriated funds oversight, including accounting and audit reviews of financial programs; AND Providing professional accounting and financial management oversight, financial analysis. For the GS-0510-14, your resume must demonstrate at least one full year (52 weeks) of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Implementing/adhering to accounting principles, concepts, theories, and laws as they pertain to Federal accounting requirements practices and laws, financial improvement initiatives, the US standard government general ledger, the CFO Act and Federal Financial Accounting Standards; Providing managerial analysis and systems development to ensure incorporation of sound accounting principles, practices, and procedures; Determining and implementing business processes and executing financial reporting and/or asset management requirements; AND Confirming the accuracy of financial data by analyzing financial transactions, trends, and metrics. For the GS-0510-15, your resume must demonstrate at least one full year (52 weeks) of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Implementing/adhering to the principles of established guidelines (e.g. Anti-deficiency Act, Federal Manager's Financial Integrity Act, and Inspector General Act), and related reporting requirements to ensure appropriateness on interpretation of accounting regulations pertinent to the financial operation; Interpreting and apply the laws to actual financial programs, problems, and solutions to resolve unique/complex and/or sensitive financial and accounting problems; AND Utilizing financial management accounting, mixed systems and automated data processing concepts.
